Abstract

The increase in the Value Added Tax (VAT) rate from 11% to 12% has sparked controversy due to ineffective policy communication. This study analyzes the impact of government policy communication on public trust and economic stability. The findings reveal that a lack of transparency, crisis mismanagement, and minimal two-way communication have led to economic uncertainty, price speculation, and growing public resistance. The primary impacts identified include declining consumer purchasing power and early inflation caused by price increasesbefore the policy was officially implemented. This analysis applies policy communication theories, including Excellence Theory of Public Relations, Crisis Communication Theory, and Agenda-Setting Theory, to understand how poor communication exacerbates economic consequences.The study recommends enhancing transparency, implementing a more proactive communication strategy, and broadening public education to prevent future social unrest.
