Diplomasi Algoritmik Dan Kedaulatan Kognitif: Redefinisi Komunikasi Publik Indonesia Di Tengah Hegemoni Kecerdasan Artifisial Global 2026

Abstract

This study analyzes the redefinition of Indonesian public communication amidst global artificial intelligence (AI) hege-mony, focusing on the concepts of algorithmic diplomacy and cognitive sovereignty. The purpose of this study is to identify the challenges and opportunities presented by AI to public opinion formation, national narratives, and the state’s capacity to manage strategic information up to 2026. Employing a qualitative-exploratory approach, this research ana-lyzes policy documents, conducts in-depth interviews with relevant stakeholders in public administration, technology, and communication, and develops future scenario projections. Key findings indicate that AI threatens cognitive sovereignty through disinformation and polarization, necessitating Indonesia’s mastery of algorithmic diplomacy to safeguard national interests in cyberspace. The redefinition of public communication demands institutional adaptation, strengthening public digital literacy, human resource capacity building, and the formulation of anticipatory regulations. This study concludes that without comprehensive strategies to manage AI’s impact, Indonesia risks losing narrative control and informatio-nal autonomy. Recommendations include establishing an adaptive policy framework and investing in robust cognitive infrastructure.
